The New Year is the moment of unfolding horizons and the realization of dreams and thoughts.
As the whole world welcomes a new daybreak with optimism and harmony, in behalf of the Provincial Government of Bohol and my family, I wish all friends, visitors in our island province, and all my fellow Boholanos the best the New Year brings.

Tempus Fugit!
Every beginning of the year is usually characterized by great noise, with a bang of fireworks and firecrackers and other rituals that express our desire for peace, unity, prosperity and success.
More than these, New Year is an opportunity for us to assess and evaluate our common journey as a people in the concrete situations and circumstances of life. Indeed, it is an undeniable fact that we are part of time; we experience our growing from childhood to adulthood, from life to death. Thus, compelled by the reality of fleeting time, from the dawn of civilization till the present, people created some fixed points to locate events which were important for them.
Whether we like it or not, our world today is succumbing to a deeply morally relativistic mindset that infuses the conviction that the individual human person becomes the sole arbiter of his own actions and the supreme judge of his own convictions. The 29 January 2012 Pastoral Letter of the Filipino Bishops states that, “in the secular and postmodern culture that seems to disregard the need for faith, we are confronted with a society that offers varied and conflicting ephemeral values.†Furthermore, we are besieged by different problems and social upheavals. There are issues on political leadership as well as economic, cultural, moral, and spiritual crises. In spite of these harsh and unkind realities of life, we have the firm resolve to go on for we know that we have a Savior and Lord who leads us to the path of holiness and constant renewal.
As we begin the year 2016, we also begin it with unswerving faith and unwavering hope. Yes, we have our shortcomings and shares of human frailty, but it doesn’t mean we don’t deserve a brighter and prosperous life ahead. God always wants us to start anew!  Happy New Year to one and all!

As we begin the year 2016 let us be guided by the mercy of God in how we relate with one another.
Mercy will move us to take care of the least, the lost and the last of our society. It is mercy that will move us to be voices of the voiceless…defend those who are oppressed and exploited…healer of those wounded by injustice and disenfranchised of their basic freedom to live a decent life. – PARCON
