In the wake of various untoward incidents in different parts of the country, First District Bohol Representative Rene L. Relampagos is pushing for a bill which seeks to require the installation of closed-circuit television videos (CCTV) cameras in public places all over the Philippines in order prevent crime. Everyday, the quad-media records news of crimes and other untoward incidents captured by CCTV cameras.

“Crimes such as theft, kidnapping, carjacking, sexual and violent assaults have always been on the news and we need a tool that will keep an eye on these unlawful acts. I believe that surveillance cameras can help secure premises, solve offenses, assist our police in their investigations and frighten off potential offenders,” Relampagos stressed.

House Bill 4284 requires the installation of CCTV cameras in business establishments, public offices, public buildings, schools, parks, streets, alleys and public congregations in order to discourage crime and assist the police in law enforcement.

It further requires cameras to be on and recording all the time and for surveillance notices to be put up. Moreover, data of recordings shall be kept for a period not less than sixty (60) days from actual date of recording.

The funds that will be utilized for said purpose will be coming from the General Appropriations Act of the Department of Interior and Local Government with the technical assistance of the Department of Science and Technology.

“More than anything else, we need to ensure the security of our people especially the children and the youth who, are among society’s most vulnerable. It is definitely not a magic bullet but it is a potential instrument in the fight against crime.” He concluded, “Indeed, the setting up of CCTVs revolutionize our roads and public places and were are made aware of the possible dangers outside our homes.  Awareness is key. Ultimately, the goal is not merely protection from but prevention of crimes. ”
