Tagbilaran City Sangguniang Panlalawigan (SP) member Eliezer Borja has pinned his hopes on the Paglaum Center, a facility for youth offenders, to address the longstanding problem of juvenile delinquency.
According to Borja, who chairs the SP’s peace and order committee, the reformation center which remains under construction will solve the city’s problems on juvenile offenders and homeless children.
Borja said that the city’s problem on children in conflict with the law particularly those involved in theft, burglaries and street gangs has become alarming.
He noted that while these children are not “rescued†and put in a proper facility, they will continue to freely break the law as they are protected by the juvenile justice system of the country.
The city legislator also said that he had observed that some of the parents of youth offenders lack concern for their children and have shown neglect in their disciplining despite having broken the law.
The Paglaum Center located in Barangay Cabawan in Tagbilaran City is projected to be completed next year.
City officials said that it will be replete with facilities and personnel who will guide youth offenders on how to reintegrate themselves into society without breaking the law. (Allen Doydora)
