It looks like proponents may clash in justly naming the circumferential highway of Bohol to a deserving Boholano leader if no clear-cut ‘win-win’ solution reached.
Who would it be worthy between then Boholano President Carlos Polestico Garcia (CPG) or former Congressman and Governor Erico Boyles Aumentado (EBA)?
In his informative privilege speech, provincial Board Member Atty. Tomas D. Abapo, Jr. told his colleagues during session on Friday that the Philippines Councilor’s League (PCL) Bohol chapter led by BM Gloria B. Gementiza has passed a resolution asking Congress to name the said highway to EBA.
He also said he was informed that the League of Municipalities of the Philippines (LMP) Bohol chapter headed by Clarin town Mayor Allen Ray Piezas is planning to do the same in the name of the late second district solon EBA, the father of incumbent Congressman Aris Aumentado.
BM Abapo said that he raised this to avoid conflict among the groups of officials concerned.
He then proposed that this matter be referred to the Committee of the Whole, which the SP has approved thru the presiding officer senior BM Atty. Benjie Arcamo.
Prior to Abapo’s information, BM Atty. Abeleon Damalerio was about to move for the passage of a Resolution favorably endorsing first district Rep. Rene Lopez Relampagos’ house bill No. 4331 naming the highway to CPG.
Damalerio’s proposed Resolution was aborted when BM Abapo took to the floor and brought the expected collision in honoring the two top leaders (CPG and EBA).
It will be recalled that former board member Gerry Garcia of 2nd district has proposed to name the said highway to EBA.
Then BM Garcia, who did not make it in the congressional race in May 9, 2016 elections, batted for honoring EBA who was very much instrumental in making the circumferential highway a reality thru the highway.
But his wish appeared to be ignored by the majority of his colleagues (who served 2013-2016 term) after referring it to a committee until this time it was not taken up yet.
Capitol officials led by Gov. Edgar Chatto are hell bent in naming the circumferential road into CPG, reliable source Capitol said. The governor in his speech during the 120th CPG Day (Nov. 4) said he would endorse to the SP now chaired by Vice-Governor Atty. Dionisio D. Balite to name the said highway to CPG.
The source said the governor can reliably count on his allies in SP board members Benjie Arcamo, Abel Damalerio, Elpidio Jala, Romulo Cepedoza, neophytes Ricky Masamayor, Agapito Avenido, Kristine Alexie Tutor, Jade Bautista to make the Resolution endorsing Relampagos measure passed.
Perceived to be in the opposite camp BMs Abapo, Jr., Niño Rey Boniel, Dionisio Victor Balite and Gloria Gementiza, who are identified with Balite, head of the PDP-Laban, may either favor or opposed it, the source said. (rvo)
