Because your crime statistics includes traffic matters and the traffic matters are the major proportion of crime I would have thought a solution was needed to reduce traffic matters. One easy solution is to make every Police office on the roads and highway and on duty meet a daily quota of traffic violation. Lets say each Police officer is required to issue 5 infringement fines each day he is working. It would not be hard as on Panglao island and near Inglewood Hospital, two places I visit, I see hundreds each days breaking the law. Unregistered vehicles and motor cycles, altered mufflers, no helmets, un-licensed. Within 1 year of this policy and you will see a big reduction in traffic crime and it would take less that 2 hours of a Police officers working day to fill his quota. If an officer does not fill his quota his wage is deducted by 100p for that day. If he meets his quota he is bonused 100p that day. With the fines the Government would have the revenue, a reduction in crime, reduction in hospital treatments and make Bohol a lot nicer to visit.

    Is this an American dream?
