A former chief of the Land Transportation Office (LTO) in Tagbilaran was arrested by National Bureau of Investigation (NBI) agents for possession of fake driver’s licenses during an entrapment operation in Cebu City on Wednesday.

Lawyer Dominador Cimafranca of the NBI identified the arrested man as Guillermo Olaivar in an interview with Cebu media.

Olaivar, 62, who also claimed to be a missionary priest was allegedly caught in possession of 33 fake driver’s licenses during the operation.

However, he denied the allegations, noting that he was approached by a certain “Janjan” to bring wrapped documents inside a shopping mall along Sanciangko Street, Cebu City before he was cornered by NBI agents.

For his part, LTO Tagbilaran spokesperson Aloy Balazuela confirmed that Olaivar was once the chief of their office.

“Sa akong nahinumduman kay wala paman ko sa LTO agto nga time nga naa siya diri. Naa sa mga year 1990’s ngadto sa mga 2000,” said Balazuela.

Olaivar was removed from his post at the Tagbilaran LTO after he made an “illegal transaction” while in office, he added.

Initial reports also indicated that Olaivar is a native of Duero, Bohol.

According to Cimafranca, complainants told authorities that Olaivar claimed to be a supervisor for LTO 7.

“According to our complainants is they had met kani atoang subject one year ago. Nag-process sila og license. Lately, nahibal-an nila na dili diay genuine or authentic ang driver’s license na gi-issue,” Cimafranca said.

“Kay na checkpoint mani sila, digto nila nahibal-an nap eke ang ilang license,” he added. “Kaning usa, murag gi-question ang authenticity sa iyang driver’s license during a bank transaction. Mao mi-complain sila kay naa silay storya na issuehan na pod sila og bag-ong ID.”

Olaivar allegedly asked for around P1,500 for processing of a driver’s license.

“Based sa na-recover namo na mga IDs, daghan na siyang na-ilad,” said Cimafranca. (A. Doydora)
