The Commission on Elections (Comelec) will not allow anyone to vote if his or her name does not appear in the certified list of voters.
This was the statement from Comelec Tagbilaran City Election Supervisor Atty. Roco Lamanilao when interviewed by DYRD Balita.
The certified list of voters will prevail over a voters identification presented as proof of registration, according to Lamanilao.
Section 115 of the Omnibus Election Code provides that for a qualified elector to vote in any election, he must be registered in the permanent list of voters for the city or municipality where he resides.
The reliance on the certified list of voters will foil potential “flying voters” when an individual deliberately or not fails to file an application for cancellation or transfer of his/her registration when he transfers residence, according to Lamanilao.
For the May 9, 2016 elections, Tagbilaran City has 59,949 registered voters (Chito M. Visarra)
