Earn 2014 DILG Seal of Good Financial Housekeeping, Local Governance

In the recent validation conducted by the Department of the Interior and Local Government (DILG), Bohol earned the 2014 Good Financial Housekeeping of the Seal of Good Local Governance (SGLG).

Gov. Edgar Chatto received official communication from the DILG through Provincial Director Louisella Lucino.

Chatto in his weekly program KITA UG ANG GOBERNADOR cited the people support for this recent feat and thanked the Local Finance Cluster of the Provincial Government. The governor during his first term instituted the said cluster and since then implemented fiscal management reforms for efficient governance, transparency and fight against corruption.

The 2014 Seal of Good Local Governance (SGLG) recognizes the integrity and good performance of the province in the three core assessment areas of Good Financial Housekeeping, Social Protection and Disaster Preparedness, as well as additional essential assessment areas of Business-Friendliness and Competitiveness, Peace & Order or Environmental Management.

The recognition also includes a P7million incentive approved and ready for release by the Department of Budget and Management (DBM) for a project under the Performance Challenge Fund.

Originated from the Seal of Good Housekeeping (SGH) program in 2010 under the late Sec. Jesse Robredo, the Seal of Good Local Governance (SGLG) was introduced in 2014 under the term of Sec. Mar Roxas to provide greater challenge to local governments to continue good governance practices while providing better services.

While the Seal of Good Housekeeping measured the levels of compliance to the Department’s Full Disclosure Policy, particularly in the areas of budget, revenues and procurement, among others, having no adverse COA findings, as well as meeting the requirements of Anti-Red Tape Act, the Seal of Good Local Governance not only sustains the practice of accountability and transparency but also takes into account preparations for the challenges posed by disasters (Disaster Preparedness), and sensitivity to the needs of vulnerable and marginalized sectors of the society (Social Protection).

Bohol under the leadership of Chatto has consistently earned recognition from the DILG, including the Seal of Good Housekeeping, Gawad Pamana ng Lahi and the Best Governed Province in the past. (EDCOM)
